ECP Plugin To Do

This is a list of to do items that have cropped up immediately upon the release of the version 1 plugin.

1. Use the IDPEntry items as hints only to find a match from the stored IdPs and present the matching items to the user. This will make the ECP plugin more phishing resistant as well as more useful with SPs that honor tens and even hundreds of IdPs
2. If an IDPEntry has LOC, NAME, and Provider ID, give the user the option to add to his/her stored list
3. Provide a method for disabling the feature mentioned in #2
